Lecheng KUANG is Senior Editor of Xinhua News Agency, Standing Member of the Party Committee of and Vice President of China Economic Information Service (CEIS) affiliated with Xinhua News Agency, Mermber of the Board of Directors of and General Manager of China Financial Information Center, Chairman of Xinhua Credit Co., Ltd., Vice Director of National Technical Committee of Sharing Economy Standardization, Member of Technical Committee of Construction of Social Credit System of Beijing and that of Tianjin, and Distinguished Expert of Henan Province Social Credit System Think Tank.
KUANG is in charge of the R&D, construction and operation of the national financial information platform--“Xinhua Finance”, which has provided specialized information, research reports, data, market information, indices, risk control, public opinion and analysis for tens of thousands of financial institutions and over three million individual users.
KUANG also presides over the R&D, construction and operation of the national credit information platform--“Xinhua Credit”. KUANG has participated in several consultations on construction of social credit, business environment and legislation of social credit for NDRC. KUANG has provided consultation on construction of social credit for Beijing, Shanghai, Tianjin, Chongqing, Nanjing, Hangzhou, Suzhou, Fuzhou, Zhengzhou and Xi’an. Supervised by NDRC, sponsored by Xinhua News Agency and relevant municipal governments, and organized by CEIS, Forum for Social Credit Construction of Chinese Cities has been successfully held for three times and become a brand event of the industry, consequently optimizing and improving social credit and business environment for Chinese cities.
KUANG has been engaged in the development and construction of the B&R national comprehensive information service platform-- “Xinhua Silk Road”, He participated in the China-France Belt &Rorad Paris Forum, organized the first Laos-China Belt and Road Cooperation Forum, and participated in the building of the B&R sharing network of economic information. All these efforts have played an active role in helping enterprises to “Go Global” and promoting information connectivity, intellectual property rights, laws and regulations of the B&R.
In addition, KUANG is in charge of economic think tank, monitoring and assessing of public opinion, big data and technology construction. During the fight against COVID-19, KUANG planned the public opinion analysis and a series of Report on Economic Analysis, which were well recognized by the public.
At Xinhua News Agency, KUANG served as Deputy Director of the General Office, Director of the Supervision Office, and Deputy Director of the Research Office. He participated in the construction of the Chinese Government website (www.gov.cn), and conducted specialized researches on strengthening internet management, new media, and integration of media. The research report was reviewed by leaders at the central government and acclaimed as “Excellent Article of Xinhua News Agency”.
